Xiamen Torch Development Zone for High Technology Industries (hereinafter referred to as "XMTORCH"), founded in 1990, is one of the first national high-tech zones in China and one of the three national high-tech zones which are named after "torch". It has successively won such "national" titles as National High-Tech Product Export Base, National Cooperation and Exchange Base on Science and Technology towards Taiwan, National Innovation and Entrepreneurship Base for Overseas High-Level Talents and National Demonstration Base for Mass Innovation and Entrepreneurship. It is the core area of Fuzhou-Xiamen-Quanzhou National Independent Innovation Demonstration Zone Xiamen Area.

　　Based on the development of high-tech industries and insisting on cross-island development, XMTORCH has built an industrial development platform characterized by "multiple parks in one zone", including Torch Huli Park, Xiamen Software Park (Phases I, II and III), Xiamen Science and Technology Innovation Park, Torch (Xiang'an) Industrial Zone, Xiamen Innovation and Entrepreneurship Park, Tongxiang High-tech Industrial Base, etc. It has developed and expanded FPD, computer and communication equipment, electrical and electronic equipment, software and information services, integrated circuits and LED and other emerging and characteristic industrial chains (clusters) of AI, big data, cloud computing, IoT, new material, new energy and digital culture creativity, becoming the concentration area of advanced manufacturing and modern service industries in Fujian Province. It has gathered more than 6,000 enterprises of all kinds, including nearly 800 high-tech enterprises, accounting for approximately 50% of those in Xiamen. Moreover, it has built more than 100 platforms for all kinds of innovation, including 3 national incubators and 18 national maker spaces.

　　XMTORCH has realized 41% of Xiamen's total industrial output value with its land area accounting for 1% of Xiamen's, making it a powerful engine of Xiamen's economic development and an important carrier for industrial cooperation towards Taiwan. As a model unit in optimal and intensive land use in China, XMTORCH creates an industrial output value of RMB 16.3 billion per square kilometer of land, and the revenue of its high-tech industries accounts for above 85% of its total industrial revenue. Currently, the comprehensive strength of XMTORCH has steadily increased, ranking 15th among 168 national high-tech zones; the growth indicators of Xiamen Software Park rank first in the country, and the development quality of the photoelectric display industry is top 1 in the country.
